The Digital Public Consultation Portal is designed for institutions and organizations handling cases that require public consultation, such as local development plans and exemptions. The solution ensures that consultations comply with applicable legal requirements for accessibility, GDPR, and WCAG, as well as internal municipal policies.


By digitalising the consultation process, municipalities make it easier for citizens and businesses to participate in democratic decision-making – strengthening local democracy while reducing administrative complexity.

OS2agora standardises and optimises key tasks such as case creation, data handling, and record keeping. All steps in the consultation process are gathered in one unified system, reducing manual effort and increasing operational efficiency.

Efficient and standardised case handling

Streamlined workflows improve the experience for both municipal employees and citizens. Login is required to submit consultation responses, ensuring higher data quality and a more structured consultation process. Once a consultation is completed, a PDF report can be automatically generated and shared with relevant stakeholders.

Integration with municipal and shared public infrastructure

OS2agora is built on a modular architecture and can be integrated with shared public-sector and municipal standard systems without changes to the core solution. This includes systems such as SBSYS, E-doc, MitID, CPR, DAR, identity brokers, virus scanning, and Digital Post.
The modular setup also allows future extensions or replacements without disrupting the existing solution.

Improved citizen service and user experience

Citizens access a responsive portal designed for mobile, tablet, and desktop, ensuring equal access to public consultations across devices. Municipal employees can create tailored consultations and use templates to ensure consistency and recognisability across cases.

Open source – no licence costs

OS2agora is an open-source, shared public-sector solution supporting consultation processes across the City of Copenhagen and the Municipality of Ballerup. The solution is continuously developed with new features and delivered with a standardised service and support agreement.
